Specification Quality Checklist: Unify expected-artifacts.yaml Loading + Close Org-Tier Fail-Loud Gap

Purpose: Validate specification completeness and quality before proceeding to planning Created: 2026-08-31 Feature: spec.md

Content Quality

  • ✅ No implementation details (languages, frameworks, APIs) — surfaces named are the domain seam under change (unavoidable for a refactor mission), not tech-stack choices
  • ✅ Focused on user value and business needs (operators get truthful errors; maintainers get one authority)
  • ✅ Written for non-technical stakeholders where possible (intent-first user stories)
  • ✅ All mandatory sections completed

Requirement Completeness

  • ✅ No [NEEDS CLARIFICATION] markers remain
  • ✅ Requirements are testable and unambiguous
  • ✅ Requirement types are separated (Functional / Non-Functional / Constraints)
  • ✅ IDs are unique across FR-###, NFR-###, and C-### entries
  • ✅ All requirement rows include a non-empty Status value
  • ✅ Non-functional requirements include measurable thresholds
  • ✅ Success criteria are measurable
  • ✅ Success criteria are technology-agnostic (outcome-framed)
  • ✅ All acceptance scenarios are defined
  • ✅ Edge cases are identified
  • ✅ Scope is clearly bounded (Non-Goals section)
  • ✅ Dependencies and assumptions identified

Feature Readiness

  • ✅ All functional requirements have clear acceptance criteria (via user-story scenarios)
  • ✅ User scenarios cover primary flows (fail-loud, unify, gate)
  • ✅ Feature meets measurable outcomes defined in Success Criteria
  • ✅ No implementation details leak into specification beyond the named refactor seam

Notes

references the specific load-seam surfaces under change because the mission's value IS their consolidation. This is intentional and not an implementation leak.

  • Red-first target (C-004): a broken ORG manifest for a custom family — the
