Mission Run: Frozen lanes for started work packages
Re-running finalize-tasks never moves a started work package to another lane.
Re-finalizing an active lanes mission could silently move an in-progress work package off the lane that holds its committed work, exit 0, and leave the next implement blocked (#5573, a regression of #3311). This mission makes started work packages' lane membership an invariant of the lane manifest: a re-finalize either keeps them where they are or refuses before writing, with an actionable, non-destructive remedy.
