Mission Run: GitHub Actions Sonar hardening (validatable workflows)
Harden PR-CI-validated GitHub Actions workflows per SonarCloud findings (#4342): input-injection env-indirection, action SHA-pinning, least-privilege permissions, 3rd-party install pins; adjudicate the safe-as-written uv-sync hotspots. No CI behavior change.
Current-profile Sonar cluster #4342 (epic #1928, milestone 4.0.0). Release-critical workflows deferred (not PR-CI-validatable). Aligned with in-flight CI-fixup missions.
