Mission Run: Glossary Pack Doctrine Kind

Make the glossary a first-order, activatable doctrine artefact by adding a GLOSSARY_PACK kind and shipping the canonical terms as a built-in pack.

Spec Kitty's canonical terminology lives in a runtime seed file today. This mission promotes it to a first-order doctrine artefact: a new GLOSSARY_PACK ArtifactKind with a built-in spec-kitty-core pack carrying the 104 canonical terms. It is the keystone of the glossary doctrine overhaul program, unblocking the executable-enforcement and runtime-retirement missions that follow.
