Mission Run: Governed-State-Surface Coherence

Make three governed-state surfaces (mission identity, charter freshness, merge baseline) read from one canonical seam instead of re-deriving by hand, and restore a green architectural CI gate.

Several subsystems re-implement 'resolve the mission identity' and 'is this state fresh' logic divergently, causing wrong-surface reads (coord-only missions resolve to nothing) and blocking false-positives (charter freshness flags recoverable residue as a hard error). This mission binds each surface to its existing canonical authority, extracts one cohesive merge-baseline unit out of an oversized command module, and repairs the architectural test gate that went red the moment a prior mission un-masked it.
