Mission Run: Opt-in hosted drain and ledger flags
Make every hosted (Team Kitty / Zeitgeist) interaction an explicit, config-based opt-in so a fresh install never talks to a live server.
Server-side Team Kitty development is frozen. Operators need config.yaml switches that keep the local execution-state ledger available for the upcoming local dashboard while turning the live drain to Zeitgeist off by default, and the shipped build must stop pointing at the live team.spec-kitty.ai endpoint unless an operator configures it (issue #4971).
