Mission Run: Implement resumes after in_review to in_progress rejection

Let the implementer of record resume after a reviewer's in_review to in_progress rework verdict without --force

After a reviewer rejects a WP back to in_progress, agent action implement refuses the implementer because it compares against the latest event actor (the reviewer). Reuse the status.review_roles latest-implementer projection so the ordinary review loop completes without --force (#5377).
