Specification Quality Checklist: Centralize installed CLI runtime + remediation planning

Purpose: Validate specification completeness and quality before proceeding to planning Created: 2026-06-26 Feature: spec.md

Content Quality

  • ✅ No implementation details (languages, frameworks, APIs)
  • ✅ Focused on user value and business needs
  • ✅ Written for non-technical stakeholders (developer/maintainer perspective where appropriate for an internal refactoring mission)
  • ✅ All mandatory sections completed

Requirement Completeness

  • □ No [NEEDS CLARIFICATION] markers remain — one deferred marker remains (history store substrate; see Assumptions section; blocked on orchestrator decision before FR-013 implementation)
  • ✅ Requirements are testable and unambiguous
  • ✅ Requirement types are separated (Functional / Non-Functional / Constraints)
  • ✅ IDs are unique across FR-###, NFR-###, and C-### entries (FR-001–022, NFR-001–010, C-001–008)
  • ✅ All requirement rows include a non-empty Status value
  • ✅ Non-functional requirements include measurable thresholds
  • ✅ Success criteria are measurable
  • ✅ Success criteria are technology-agnostic (no implementation details)
  • ✅ All acceptance scenarios are defined
  • ✅ Edge cases are identified (6 edge cases documented)
  • ✅ Scope is clearly bounded (Out of Scope section present)
  • ✅ Dependencies and assumptions identified (5 assumptions, 1 open question)

Feature Readiness

  • ✅ All functional requirements have clear acceptance criteria
  • ✅ User scenarios cover primary flows (4 user stories across P1 and P2)
  • ✅ Feature meets measurable outcomes defined in Success Criteria
  • ✅ No implementation details leak into specification

Notes

orchestrator must resolve SQLite-sibling-table vs. JSONL-file before FR-013 implementation begins (C-008 is a gated deliverable). This does not block FR-001–FR-012 or FR-014–FR-022.
