Mission Run: Issue-Matrix Partition Read Integrity & Merge Verdict-Terminality
Make issue-matrix gates resolve the coordination partition (and the coord branch ref post-consolidation) so coord-topology missions stop getting false review FAILs and false merge PASSes, and make merge enforce terminal issue verdicts.
On coordination-topology missions the authored issue-matrix verdicts live on the coordination branch, but several gates read the primary working-tree copy (stale residue): mission-review reports a false hard FAIL (#5171) and the merge gate finds nothing to enforce and lands a false PASS (#4943). Separately, merge records work packages done without applying the in-mission -> done terminal-verdict rule that only move-task enforces, so a mission can land with an unresolved verdict on record (#4943, second leg). This mission closes the partition-resolution class at every consumer and makes merge honor terminal verdicts, so the mission ledger a team relies on is trustworthy.
