Mission Run: Lane Branch Naming Authority
Make every merge stage agree on a lane's branch name so legitimate merges of legacy missions stop being refused.
Lane branch names are derived two ways during merge (with and without the mission identity), so a legacy mission whose identity was backfilled can have spec-kitty merge refuse a legitimate merge with no operator remedy (#5108). This mission converges lane naming on the single authority that creates the branches, threads it through every merge stage, and closes the defect class with an enforced gate.
