Mission Run: Layered Doctrine Resolution — Org Layer
Add an organisation-level doctrine layer to spec-kitty so teams can distribute proprietary governance artifacts across all their projects without forking the CLI.
Spec-kitty currently resolves doctrine from two layers: shipped defaults and project-local overrides. Organisations adopting spec-kitty across multiple teams need a stable, versioned, per-machine governance layer that all their projects inherit automatically — without per-project bootstrap or CLI forks. This mission adds that third layer: the org layer. It covers the DoctrineService extension, multi-file DRG loading, a fetch command supporting git, HTTPS bundle, and API sources, a pack authoring surface (validate and assemble), and provenance tracking throughout the charter context surface.
