Mission Run: Lifecycle Gate Execution Context and Tool-Artifact Ownership
Gates judge the surface they are handed, and the toolchain owns the files it writes.
Spec Kitty lifecycle gates currently inherit whatever working tree their caller stood in, so a gate can evaluate a fact against a tree where that fact cannot be true and emit a confident wrong verdict. Separately, no component owns the bookkeeping files the toolchain itself generates, so each gate that trips over them has been taught a one-off exemption. This mission gives gates an explicit execution context they must be handed, and gives generated artifacts a lifecycle owner, so wrong verdicts and exemption lists both stop accumulating.
