Mission Run: Local Write-Safety Hardening
Make Spec Kitty's on-disk writes safe: no symlink-hijack file truncation, no lost concurrent decision records, and no destruction of user-authored project content.
Several Spec Kitty commands write to disk in ways that can silently harm a user: spec-kitty init can truncate an unrelated file a local attacker points at via a predictable shared-temp lock; concurrent mission activity can drop decision records so the index disagrees with the event log; and re-running init can delete a user's custom missions and memory notes. This mission closes those defect classes so routine commands are trustworthy on shared machines and under concurrency.
