Specification Quality Checklist: Implement-Loop Friction Quick-Wins II

Purpose: Validate specification completeness and quality before proceeding to planning Created: 2026-07-12 Feature: spec.md

Content Quality

— FRs are outcome-phrased; code surfaces are confined to the Issue Matrix ("verify at plan"), appropriate for an internal dev-tooling mission whose actors are agents.

  • ✅ No implementation details (languages, frameworks, APIs)
  • ✅ Focused on user value and business needs — loop reliability, guard trust, cross-machine portability.
  • ✅ Written for non-technical stakeholders — purpose_tldr/context are stakeholder-facing; requirements legible.
  • ✅ All mandatory sections completed

Requirement Completeness

  • ✅ No [NEEDS CLARIFICATION] markers remain
  • ✅ Requirements are testable and unambiguous
  • ✅ Requirement types are separated (Functional / Non-Functional / Constraints)
  • ✅ IDs are unique across FR-###, NFR-###, and C-### entries
  • ✅ All requirement rows include a non-empty Status value (Open)
  • ✅ Non-functional requirements include measurable thresholds (0 commits / 0 stale / 0 forced-force / ≤15 complexity)
  • ✅ Success criteria are measurable
  • ✅ Success criteria are technology-agnostic (framed as loop outcomes, not tools)
  • ✅ All acceptance scenarios are defined (5 user stories, Given/When/Then)
  • ✅ Edge cases are identified
  • ✅ Scope is clearly bounded (exclusions in C-003 + Issue Matrix)
  • ✅ Dependencies and assumptions identified (Assumptions section)

Feature Readiness

  • ✅ All functional requirements have clear acceptance criteria (mapped to user stories)
  • ✅ User scenarios cover primary flows (5 prioritized, independently testable stories = 5 WPs)
  • ✅ Feature meets measurable outcomes defined in Success Criteria
  • ✅ No implementation details leak into specification (beyond the plan-facing Issue Matrix)

Notes

  • The one spec-time decision (include #2555.1 recovery cascade) was resolved with the operator → INCLUDE as coordination-aware WP-E (C-002 records the coord-adjacency constraint).
  • Ready for /spec-kitty.plan.
