Eliminate the status write/read surface divergence in the merge done-marking loop and audit all merge-path sites for the same class of bug.
After spec-kitty merge, WPs that were approved show as Completed: 0 (80.0%) because done events are written to the coordination branch surface but the post-merge assertion reads from the primary checkout. This mission introduces a canonical surface resolver to fix the immediate divergence and audits the full merge path for any other sites with the same locate-vs-observe failure class, closing the recurrence loop opened by issue #1589.
