Mission Run: Consistent Mission-Handle Resolution
Make every CLI command respond to an unknown or missing mission handle the same clear way, instead of misleading errors or an accidental junk mission folder.
New and returning users hit inconsistent, confusing behavior when they mistype a mission handle or run a command without one: some commands help, others give wrong advice, and one silently scaffolds a junk mission directory. This mission makes handle resolution predictable across the CLI so people can recover from a typo and discover their available missions without reading source code. It closes GitHub issues #4631 and #4682 in the MVP-launch milestone.
