Mission Run: Mission-Type Creatability via Rich Step Model
Make documentation/research/plan missions creatable again by authoring their content on the single step authority, and retire the transitional template_set field that duplicates it.
A prior slice left three of four built-in mission types uncreatable (they carry no content templates) and shipped a flattened template_set field that duplicates the rich step model — a partial cutover that keeps a live split-brain vector for future contributors. This mission completes the cutover: it retires the duplicate persisted field, authors the missing per-type content on the one step authority, and graph-backs the mission-type to step to template chain, so the three types work again and there is a single place to author with no split-brain.
