Mission Run Overview
Mission Run: Mission-type capability contract (wp_driven, requires_substantive_spec) for custom types
Give charter-offering mission types explicit wp_driven + requires_substantive_spec capabilities and route the WP-advance and substantive-spec gates through them, so custom types stop being second-class (Refs #4983, #6315).
Converges the remaining software-dev-literal lifecycle/rigour gates onto a formal capability contract on the resolved mission-type DTO, continuing #6317. Fixes the bug where a custom WP-driven family hits UnregisteredMissionFamilyError and the WP-advance guard is silently skipped. Extracts slice-1's charter-local runtime-shape parser to kernel. code_producing capability + its gate are deferred to #6327/#6328.
