Mission Run: Mixed-lane authorship soundness
A canceled WP sharing a lane with an approved WP can no longer ship its content through consolidation unnoticed.
The terminus reconciliation gate treats a lane as approved if any WP in it is approved and attributes the whole lane spine, so a canceled sibling's commits pass under both squash and merge (#5046). This mission adds per-WP commit provenance so canceled content is detected precisely, REFUSEs when provenance is missing, and builds the squash-capable mixed-lane fixture (#5047).
