When agents drive a Spec Kitty mission to WP approval, the gate today forces a false governance record for every issue merely cited as context (and for PR references), and the move-task command rejects the natural --actor/--reason flags an agent reaches for. This mission fixes the operator-facing lifecycle-transition and issue-matrix approval surface so the audit trail stays honest and the workflow stops surprising the agents and operators using it.
