Mission Run Overview
Mission Run: Next dependency wedge, dispatch the review
Fix the canonical next control loop so it dispatches the review of a for_review WP that a planned WP depends on, instead of wedging on blocked/dependencies_not_satisfied.
Addresses P1 #5669 (the wedge + the lanes mission-events.jsonl approval residue) and folds #5310 (advance first-contact bootstrap bypasses the finalized-board authority that query mode honours). Three fixes in src/runtime/next and the move-task dirty gate, red-first ATDD, one PR to main.
