Specification Quality Checklist: Next-Command Latency — Durable Fix + Perf-Gate Migration
Purpose: Validate specification completeness and quality before proceeding to planning Created: 2026-08-28 Feature: spec.md
Content Quality
- ✅ No implementation details (languages, frameworks, APIs) — file/seam names cited are the brownfield problem locus (domain), not a prescribed solution
- ✅ Focused on user value and business needs (developer inner-loop speed, contributor CI reliability, maintainer regression guard)
- ✅ Written for non-technical stakeholders — Intent Summary leads in plain language
- ✅ All mandatory sections completed
Requirement Completeness
- ✅ No [NEEDS CLARIFICATION] markers remain
- ✅ Requirements are testable and unambiguous
- ✅ Requirement types are separated (Functional / Non-Functional / Constraints)
- ✅ IDs are unique across FR-###, NFR-###, and C-### entries
- ✅ All requirement rows include a non-empty Status value
- ✅ Non-functional requirements include measurable thresholds (median ≤ 0.745s; 100% no-stale; zero blocking latency jobs; byte-identical output)
- ✅ Success criteria are measurable
- ✅ Success criteria are technology-agnostic (user/CI outcomes, not internals)
- ✅ All acceptance scenarios are defined
- ✅ Edge cases are identified
- ✅ Scope is clearly bounded (C-004: cache the existing read path, no step-authority redesign)
- ✅ Dependencies and assumptions identified (Intent Summary assumptions)
Feature Readiness
- ✅ All functional requirements have clear acceptance criteria
- ✅ User scenarios cover primary flows (durable fix, unblock PRs, statistical guard)
- ✅ Feature meets measurable outcomes defined in Success Criteria
- ✅ No implementation details leak into specification
Notes
- Items marked incomplete require spec updates before
/spec-kitty.plan - NFR-001's "best-achievable" fallback is intentionally deferred to plan-time profiling evidence, not left as an open clarification — the target (≤0.745s) is concrete and the fallback is gated on evidence.
