Mission Run: Nightly Suites Green — coord & charter rework fallout
Return the nightly test suites to green after the coordination and charter reworks so the 4.0.0 release gate stays honest.
After large internal reworks (the next coordination seam and the doctrine-to-charter cutover), the nightly escalated five P0 issues totalling 28 failing tests. This mission restores a green nightly by fixing one genuine ownership-boundary regression and realigning the remaining test/CI/doc/perf drift, preserving the red-CI-means-no-release discipline.
