Specification Quality Checklist: Owned issue-verdict authority
Purpose: Validate specification completeness and quality before proceeding to planning Created: 2026-10-17 Mission: spec.md
Content Quality
- ✅ No implementation details (languages, frameworks, APIs) — module/function names appear only as traceability anchors in Key Entities/Constraints, not as the requirement wording
- ✅ Focused on user value and business needs (owned-only mission can complete the review→approve path)
- ✅ Written for non-technical stakeholders (headline behavior stated in plain language)
- ✅ All mandatory sections completed
Requirement Completeness
- ✅ No [NEEDS CLARIFICATION] markers remain (decision verify: clean, 0 deferred)
- ✅ Requirements are testable and unambiguous
- ✅ Requirement types are separated (Functional / Non-Functional / Constraints)
- ✅ IDs are unique across FR/NFR/C/SC and match the grammar
- ✅ All requirement rows include a non-empty Status value
- ✅ Non-functional requirements include measurable thresholds (fail-closed refusal exercised; additive None-default params; layer direction preserved)
- ✅ Every FR row and success criterion carries a delivery label and no-op mark
- ✅ Success criteria are measurable
- ✅ Success criteria are technology-agnostic
- ✅ All acceptance scenarios are defined
- ✅ Edge cases are identified
- ✅ Scope is clearly bounded (write gate + coord-owned read path; per operator scope decision)
- ✅ Dependencies and assumptions identified
Mission Readiness
- ✅ All functional requirements have clear acceptance criteria
- ✅ User scenarios cover primary flows
- ✅ Mission meets measurable outcomes defined in Success Criteria
- ✅ No implementation details leak into specification
Notes
- Scope boundary (
include-coord-owned-read) resolved via Decision Moment DM-01M55KHFFMTF0N8FE1TWG3BEZ5. - FR-005/FR-006 are ratchet rows with same-fixture positive controls (paired with FR-002/FR-001) to keep them non-vacuous.
