Mission Run: Charter Pack level declared in pack.yaml
Every Charter Pack declares its level in pack.yaml, and core gains the tooling to vendor the built-in pack from open-packs.
Charter Packs (built-in, org, project) are recognised today only by where they are wired in and which files they happen to contain, so a mis-placed pack is discovered through a downstream failure rather than refused by name. This mission makes every pack declare its level and layout in pack.yaml, unifies the pack-tier/provenance vocabulary under one owner, and adds the core tooling needed to vendor the built-in pack from the open-packs repository.
