Specification Quality Checklist: Pack-Path Portability & Language-Scope Authority

Content Quality
- ✅ No implementation details (languages, frameworks, APIs) — FRs describe behavior (expansion, precedence, fail-closed), not specific validator method names or line numbers.
- ✅ Focused on user value and business needs — portability across machines/CI; correct language-scope filtering after charter edits.
- ✅ Written for non-technical stakeholders — scenarios framed as operator actions and observable outcomes.
- ✅ All mandatory sections completed.
Requirement Completeness

- Scope was pre-anchored to the live codebase by a 4-lens pre-spec investigation squad (architect-alphonso, debugger-debbie, doctrine-daphne, planner-priti — each profile-loaded) before this spec was written; all FRs trace to squad-confirmed, code-grounded findings rather than the raw issue text alone.
- All items pass on first pass; no iteration required.
