Mission Run: Pack-shipped built-in override sanction
Let org packs ship the sanction for the built-ins they deliberately replace, so consumers stop going red whenever an org artifact is promoted to built-in.
Today doctor doctrine only reads each consumer's hand-copied replaceable-builtins allowlist. Every time upstream promotes an org-authored artifact into the built-in set, consumers whose copy predates the promotion fail closed with no change on their side. This mission lets the org pack deliver its own scoped, reason-bearing sanction while keeping unsanctioned overrides fail-closed (issue #5767).
