Implements ADR 2026-09-27-1 slices 0 and 1 (#5193): derive lockstep kind sets from ArtifactKind, then add a charter-activatable skill doctrine kind with activation, a single catalog-composition seam, project-root projection through the managed doctrine-skill installer, reserved namespaces, and drift findings.
