Mission Run: Phase 4 Closeout: Host-Surface Breadth and Trail Follow-On

Close out the remaining Phase 4 follow-on scope from the live 2026-04-23 main baseline at commit eb32cf0a. Tranche A finishes the #496 host-surface breadth rollout on top of the landed advise/ask/do priority slice, including the dashboard 'Feature' -> 'Mission Run' wording alignment. Tranche B executes the narrow post-3.2 #701 trail follow-on (correlation, runtime mode enforcement, SaaS read-model policy for small actions, Tier 2 SaaS projection policy). #534 remains explicitly deferred. Phase 4 core runtime (ProfileInvocationExecutor, router, JSONL trail, additive SaaS propagation), the trail contract in docs/trail-model.md, sync-boundary suppression, and Tier 2 local promotion are already landed and out of scope as construction work.
