Mission Run: Planning-artifact WPs Own kitty-specs Paths
Let planning_artifact work packages declare their kitty-specs/ deliverables so finalize-tasks stops rejecting a legitimate, first-class work-package shape.
A planning_artifact WP whose deliverable lives under kitty-specs/ (a decision checkpoint, a freeze/measurement, or a bulk-edit occurrence map) currently has no legal ownership declaration: the ownership model blesses kitty-specs/ ownership for planning artifacts, but finalize-tasks rejects it outright. This mission narrows that ban to code_change WPs so planning checkpoints become first-class in the finalized dependency graph, without weakening the fail-closed protection that keeps planning artifacts off worktree lane branches.
