Squash merges must not clobber target-newer kitty-specs, and post-merge readers must agree on mission state.
Two-track fix mission on the shared post-merge partition surface. Track A (#3942): squash '-X theirs' clobbers driver-uncovered kitty-specs planning files with older lane copies. Track B (#4090 + folded #4091): retrospect and doctor disagree post-merge because the primary-wins guard gates on meta['merged_at'], which has no writer. Shared root-cause: what content is authoritative post-merge, and on which surface.
