Mission Run Overview
Mission Run: Ratchet, baseline & census gate remediation
Make the frozen-baseline ratchets, allowlists and census gates under epic #5104 measure what they intend, stay round-trip-safe, and stop taxing unrelated changes.
Epic #5104 groups five test-suite friction issues (#2631, #2972, #3011, #3026, #5085). A grounding squad found that several gates the issues rely on were deleted by earlier sanitation missions, leaving dead scaffolding, vacuous bans, and line-pinned allowlists. This mission restores or retires each gate deliberately and closes the positional-anchor scope hole.
