Mission Run: Requirement-ID grammar and finalize-tasks diagnostics
Make requirement IDs (FR/NFR/C/SC, letter-suffixed, cross-mission citations) parse the same way everywhere, stop finalize-tasks erasing authored refs, and explain every rejected ID.
Authors lose traceability silently today. finalize-tasks and map-requirements delete success-criteria and letter-suffixed requirement refs that authors wrote, a declared FR-006a can go unmapped without any failure, and coverage errors do not show which IDs the spec actually declared. This mission gives Spec Kitty one requirement-ID grammar, keeps authored refs intact, catches malformed IDs when the spec is handed to planning, and makes every rejection name its reason. Slice 5 toward 4.0.0rc5 under epic #1676; closes #2991, #3519 part 2 and the remaining scope of #2066.
