Mission Run: Residue-safe migration sweep and fabricated-identity audit
Stop spec-kitty upgrade from fabricating a Mission identity into leftover kitty-specs folders, and report the identities earlier upgrades already fabricated.
After a branch switch, a kitty-specs folder can keep only untracked leftovers such as a stray work package file or status log. Upgrade migrations still treat such a folder as a Mission, write a baseline meta.json, mint a second identity for a real Mission's slug and auto-commit it. This Mission makes the residue decision git-aware, replaces the shipped 2.0.6 consistency sweep with a residue-aware successor without editing it, and adds a report-only doctor finding for identities fabricated by earlier upgrades (#6669, #6668).
