Deliver a definitive verdict on whether test_200_missions_under_5s is a real build_summary regression or CI variance, with a recommended disposition.
Issue #2342: the retrospective 200-mission summary test (NFR-003, build_summary under 5s) breached its budget twice on CI (5.10/5.11s), was quarantined pending investigation. This mission profiles build_summary over the 200-mission corpus and bisects for a real regression (candidate windows: retrospective terminus wiring #1888/#2119, tolerance-category additions, YAML load paths), then delivers a verdict + recommended disposition (fix+restore 5.0s, or a non-blocking perf pipeline, or local_only). Scoped to investigate+recommend: the week-long CI-variance collection is a maintainer recommendation, not done in-mission. Code ships only if a clean regression fix falls out.
