Close the residual 3.2.x P1 release blockers in the review and merge gate apparatus, plus a narrowed encoding chokepoint from #644.
Residual 3.2.x stabilization scope after epic #822's original tranche landed. Consolidates the remaining P1 bugs without active PRs (#985 mission-review report contract, #987 hermetic gate invocation, #986 pytest-venv concurrency, #983 merge-number idempotency, #984 detached-worktree status read) and a single-chokepoint slice of #644 encoding hygiene. WP07 (#391 structural extraction) deferred per ADR 2026-05-11-1.
