Mission Run: Extract the runtime_bridge query/answer decision-builder seam
Move the read-side query and answer logic out of the runtime bridge into its own modules so each part of the bridge has one clear owner.
The runtime bridge still holds about a thousand lines of query and answer logic plus the decision-mapping helpers that both the query path and the advance path use. This mission moves that logic into a lower decision-mapping module and a query module on top of it, removes the engine's back-reference into the bridge, and keeps the bridge's public entry points working unchanged for the CLI. Behaviour does not change.
