Mission Run: Runtime-State Corpus Cutover
Make the event log the unconditional authority for work-package runtime state and retire the dual-write phase-1 toggle via a fail-closed corpus migration.
Mission #2684 evicted work-package runtime state into the append-only event log but shipped it as dual-write behind an off-by-default flag, so production still treats the legacy WP files as authority. This mission runs the deferred corpus cutover — a fail-closed backfill-and-verify migration, an unconditional flag flip, and removal of the legacy fallbacks — so that stopping WP-file runtime writes becomes the real production behaviour and existing deployments migrate safely on upgrade.
