Retire dead code and close a latent baseline-comparison bug in the doctrine-controlled review gate, before its executable-assets successor (half B) builds on it.
The doctrine-controlled transition gates (half A, #2871) shipped with three deliberately-deferred follow-ups (#2873): a fully-duplicated dead census-derivation tier, a port contract that welds two orthogonal concerns onto one type check, and — most importantly — an unrealized 'one command authority for baseline and head' promise that mis-reports every review as failing the moment a consumer uses a non-pytest test command or half B adds a second command source. This mission retires the dead code, decouples the port, and closes the baseline-head correctness split so the gate is correct and clean before half B (#2599).
