Specification Quality Checklist: Shared Package Boundary Cutover
Purpose: Validate specification completeness and quality before proceeding to planning Created: 2026-04-25 Feature: spec.md
Content Quality
- ✅ No implementation details (languages, frameworks, APIs) — spec discusses package boundaries / contracts; references to Python/
pytestarch/uvare constraint/context only, not prescriptive design - ✅ Focused on user value and business needs — clean install, no cross-package release lockstep
- ✅ Written for non-technical stakeholders — runtime/events/tracker boundary is described in package-contract terms
- ✅ All mandatory sections completed
Requirement Completeness
- ✅ No [NEEDS CLARIFICATION] markers remain
- ✅ Requirements are testable and unambiguous
- ✅ Requirement types are separated (Functional / Non-Functional / Constraints)
- ✅ IDs are unique across FR-###, NFR-###, and C-### entries (FR-001..FR-020, NFR-001..NFR-007, C-001..C-011)
- ✅ All requirement rows include a non-empty Status value
- ✅ Non-functional requirements include measurable thresholds (90% coverage, 0 mypy errors, ≤5min CI, ≤30s arch test, ≤20% latency regression)
- ✅ Success criteria are measurable
- ✅ Success criteria are technology-agnostic (zero

Feature Readiness
