Mission Run: Single Mission-Surface Resolver
Collapse the 4+ parallel coord/primary mission-surface resolvers into one canonical resolver so every command agrees which on-disk surface is authoritative.
When a mission's coordination worktree and primary checkout diverge, several commands resolve the wrong directory — the read/write desync that repeatedly disrupts operations. This mission strangles the duplicated resolvers down to a single authoritative seam, enforced by an architectural guard and a cross-resolver equivalence test, building on the audit+guard scaffolding from the untrusted-path-containment mission.
