Make every planning command read and write mission artifacts through one surface authority, and give operators a real worktree-repair command.
Spec Kitty's planning commands resolve where a mission's artifacts live using two incompatible primitives, so spec.md, plan.md, and WP requirement mappings can land on one branch surface while a later command reads another — producing silent 'not found' / 'all unmapped' failures mid-mission, plus a stale coordination worktree that leaks outdated status. This mission converges those planning reads and writes onto the single existing surface authority, and replaces a recovery command advertised across the code, docs, and an ADR but never actually registered — so operators stop hitting dead-ends.
