Delivers Issue #1111 Slice F's three architectural seams — organisation-tier doctrine graph, monorepo-aware charter scope, composable workflow sequencing — alongside five strategic remediations surfaced during Mission B's post-merge review. The bundling is deliberate: the remediations (ratchet burn-down, symbol-level dead code, alias clean removal, catalog-miss CLI visibility, contract round-trip backstop) each protect Slice F's quality of execution by closing failure modes Slice F's new modules would otherwise multiply. Auth-transport cleanup is descoped to the lead maintainer per the SaaS auth-caution policy.
