Mission Run: Per-PR Sonar reuses CI Modules coverage
Stop every pull request from running the fast test tier a second time just to feed the SonarCloud report.
On every pull request the SonarCloud reporter re-runs the fast test tier under coverage, costing about thirteen minutes of build time per pull request, even though the per-module test matrix has already produced richer coverage for the same commit. The duplicated run also reports a narrower, understated coverage figure than the matrix does. This mission makes the per-PR report consume the coverage the matrix already produced, so each pull request tests once, reports one consistent coverage number, and returns its result sooner.
