Mission Run: Squash merge target safety
Make default squash merge preserve target-branch source changes by failing closed on genuine conflicts and forecasting them in dry-run.
GitHub issue #4892 reports that git merge --squash -X theirs silently reverts newer target content, exits successfully, finalizes work packages, and removes lanes. The fix must prevent target mutation and cleanup on conflict while keeping custom merge-driver behavior for governed bookkeeping artifacts.
