Mission Run: Concurrency-safe cold startup asset assessment
Stop concurrent Spec Kitty commands from crashing at startup on a fresh machine or CI runner.
When several Spec Kitty commands start at once against a freshly installed home (a new CI runner, a new machine, or an orchestrator spawning several agents), a few of them crash before doing any work because startup asset preparation mistakes a peer's in-progress install for a failure. This mission makes that startup path wait for the peer and converge instead of crashing, so the command the user or agent actually ran proceeds (GitHub #3998).
