Mission Run: Single STATUS_STATE read-dir resolver with phantom-coord degrade
Collapse three STATUS_STATE feature-dir resolvers onto one that degrades to PRIMARY on a phantom coord dir, so review feedback is never silently masked (#5180).
Two CLI-layer copies of the STATUS_STATE read-dir resolution lack the canonical resolver's phantom-path .exists() degrade; under an unmaterialized/phantom coord dir the render and verdict reads silently see an empty event log and drop review feedback. This mission dedups them onto one public authority.
