infrastructure reliability mission whose contract is inherently expressed in operational terms — reserved port ranges ([9400, 9450), [9237, 9337)), daemon families, cleanup classes, and the DaemonIntent.LOCAL_ONLY startup behavior. These are domain/contract vocabulary (the unit of acceptance in source issue #2261), not gratuitous implementation prescription. The spec deliberately does not prescribe internal module/function structure, leaving the "how" to the plan phase. The relevant stakeholder is an operator/maintainer, for whom the Purpose, Success Criteria, and acceptance scenarios are written in outcome terms (no orphan accumulation, no wrongful kills, two-command remediation).
