Mission Run: Tasks Degod Wave 2: Render Seam + Relocation
Finish turning the agent-tasks god-command into a thin registration shim: unified JSON rendering plus relocation of orchestration into tested sibling modules, with zero behavior change.
Wave 1 (PR #2303) extracted the agent tasks command's decision logic into pure tested cores but deliberately deferred two goals: unifying output rendering behind the Render seam and relocating the accumulated orchestration glue out of tasks.py, which grew to ~4569 lines. This mission executes that deferred Wave 2 (issue #2305, parent epic #2173) as a strictly behavior-preserving refactor guarded by the golden CLI characterization harness, and folds in domain-matched test-visibility boyscouting from issue #2034.
