Mission Run: Team Kitty launch defaults for the CLI
Ship the CLI with hosted Team Kitty sync on and https://team.spec-kitty.ai as the packaged default, with the environment variables demoted to overrides.
Implements the CLI half of the Team Kitty launch gate (#1621, child of epic #1091) using the per-variable plan in #3980: flip the hosted-sync and server-URL defaults, keep owned-checkout lane moves working under active sync, split the pre-review gate and moment-handler opt-outs off the retired SYNC_* names, and reconcile the overlapping logged-out, CI-auth, and nomenclature issues rather than duplicating them.
